Virginia Code § 17.1-293.7 Providing secure remote access, subject to any fees charged by the clerk, to members in good standing with the Virginia State Bar and their authorized agents, pro hac vice attorneys authorized by the court for purposes of the practice of law, and such governmental agencies as authorized by the clerk.
Our civil and criminal records including all scanned (non-sealed) images will be available online via OCRA. This subscription will allow the subscriber to have 'inquiry only access' to all currently scanned court case documents in its Case Imaging System except for juvenile, adoption and sealed cases as well as those parts of a file that are marked for confidential, restricted, sealed, private addendum of victim/witness. Internet access to the Circuit Court documents will generally be available seven days a week, twenty-four hours a day, with certain exceptions.
The subscription fee is set at $100.00 per year, per attorney and is available only as a one-year subscription. For each subscribing attorney, one staff member, who is directly supervised by the subscribing attorney, is authorized OCRA access at no additional fee. An authorized staff member must complete an OCRA Application and Subscriber Agreement. Employees of governmental agencies are exempt from fees and can request access by completing an Application and Subscriber Agreement. The Winchester Circuit Court Clerk's office will send an annual renewal notice to each subscriber. It will be the responsibility of the subscriber to return the completed renewal notice along with the annual subscription fee for continued OCRA service.
