In keeping with the requirements of Virginia Code § 2.2-3808.2(D)(1), you must complete a Subscriber Agreement and Application for remote access to records management system. This application can be picked up in the either Clerk's office. Additionally, it is available on our website. This agreement/application must be executed in front of a Notary Public or a deputy clerk. The original must be filed with the Clerk's office before you will be allowed access to the images on our web site.
Each individual user MUST fill out and sign a Subscriber Agreement and Application to receive a unique user name and password. Multiple users for one user name and password is prohibited and violators will have access terminated. Please share this information with your office staff.
City of Winchester and County of Frederick Circuit Court Clerk's office will maintain separate accounts for subscribers. Therefore, an application and subscriber agreement must be completed for each court. The subscriber fee for each court per office is set at $500.00 for up to three (3) users to be paid on an annual basis. Each additional user will be assessed $100.00. The Clerk's office will not bill for this service. It will be the responsibility of the subscriber to pay the next installment prior to any due dates. The due dates will be the first of the month (or first business day after the first should that day fall on a weekend or a holiday).
